This is a set of 2 machinery/ crate dollies. Manufactured by Writes dolley roller co. They have an aluminum load surface that is similar to diamond plate with a lip on one edge to help keep them straight with the load. You can generally balance a crate or skid on 2 and push it along or put them closer to one end and a forklift or pallet jack on the other end. These also work well permanently mounted to a large item.
Dimensions: 8"x 8 1/4"x 3 1/2" high.
Originally with rubber coated wheels, one dolly has lost the rubber and is rolling on steel. The good side is that it actually rolls easier now with a heavy load. You may consider removing the rubber on the other one or replacing the wheels on that one. The remaining rubber appears to be in good condition.
